The above commit also ensures that scr and eventadmin features are not automatically installed when installing the web console.

Fwiw, this was caused by the condition in the web console. If the bundles in a condition can be used to fulfil an optional requirement, the condition will always be installed.  In order to remove this link, we only keep the condition in the scr and eventadmin features on webconsole.
