[discuss] need to way to specify the number of worker process

Hi:

In some cases, we need to be able to specify the number of worker processes
to limit the number of allowed CPUs.

The current default `auto` is not flexible enough.

```
nginx_config:
  worker_process: 'auto'          # defines the number of worker processes.
default is `auto`.
```
