Default MemoryManager for XMLTransService

Hi all,

There seem to be some inconsistencies with default values for MemoryManager
arguments. For example, XMLTransService::makeNewTranscoderFor does not
have a default. There are other cases like this as well. Is this
intentional (which is fine), or an oversight?

Thanks!

Dave

I think this is oversight, and will add missing default values
for MemoryManager arguments.
