[Proposal:Avalon4] Upgrade Log4JLogger

We need to upgrade the Log4JLogger to use the 1.2+ version
of Log4J, largely because the classes we depend on are going
away RSN.  Mauro Telivi posted a patch (enclosed) to fix the
problem.  As it does affect Avalon Framework, I want to put
it up for proposal/vote so we can address it ASAP.
