Can osCache work with Struts applications?

Platform: 1GHz Intel PIII w/512MB RAM, RedHat linux 7.2, Sun JDK 1.3.1, 
	  tomcat 3.3, Struts 1.0

Can the osCache taglibs
	<http://www.opensymphony.com/oscache/>
be made to work with Struts 1.0 applications running in tomcat 3.3?

Does anyone have experience with, or thoughts on this?
