HMaster ctor calls HRegionServer ctor which calls CacheConfig ctor where CacheConfig.instantiateBlockCache() would create BlockCache.

This happens even if Master is configured not to host regions.

This was observed when I tried to answer question from the thread titled:
'The default hbase.regionserver.info.port doesn't work'
