I've created a design doc for this at https://docs.google.com/document/d/1xa8gB705QFybQD7qEe-NcZZOtkfA1YY-eVhyaXtAtOM/edit# 
One thing to note in the design is that the SparkR DataFrame UDFs will be more general than the Scala or Python versions and allow access to entire partitions as data frames. Along with support for grouped UDFs this API should be powerful enough to implement many complex operations.
