The message query endpoint accepts requests without `topic` or `msgId`, and the Apache provider returns 200 with an empty list. Return a structured 400 so clients can distinguish invalid input from a valid query with no messages.

Closing as already fixed on the current baseline: `MessageService.validateTopicQueryWindow` rejects queries without topic/msgId with a structured 400, and MessageServiceTest covers the condition.
