JWS auto-deployment when service is in a package

If the class I want to auto-deploy contains a package statement,
do I still change the file extension to .jws and copy it to the Tomcat
webapps/axis directory
or do I have to create package subdirectories below that?

Suppose it's Foo.java in the package com.ociweb.test.
What URL should I enter to view the WSDL in a browser?
None of these work.
http://localhost:8080/axis/Foo.jws?WSDL
http://localhost:8080/axis/com.ociweb.test.Foo.jws?WSDL
http://localhost:8080/axis/com/ociweb/test/Foo.jws?WSDL

I'm starting to think that auto-deployment is broken for classes in a
package.
