Strict imports should be enabled by defaults for RUTA script (see [this comment|https://issues.apache.org/jira/browse/UIMA-3303?focusedCommentId=13873363&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-13873363] of UIMA-3303) and disable for {{Ruta.apply}}.

Because this change breaks backward compatiblity, it should be done when a new major version of RUTA is released.
