## What changes were proposed in this pull request?
Raw Table Spliterator splits the table iteration into multiple smaller iterators. Even though this would improve throughput but the consistency would be questionable as all of these iterators are going to work on different views of the table independently. This can be fixed if a snapshot of the table is taken before hand and all the iterators get initialized based on the Snapshot.

@jojochuang This PR doesn't relate to ozone snapshots. This fixes the consistency of the spliterator by working on an in memory rocksdb snapshot.
