[users@httpd] Apache 1.3.27 + PHP + ISO-10646-UCS-4

I'm using Apache 1.3.27 on a FreeBSD 4.7 box, and I'm trying to serve
some PHP scripts encoded in ISO-10646-UCS-4. This works fine when
they're encoded in UTF-8, but in this ISO encoding, all that shows up in
the browswer is the PHP source code. How do I get Apache to parse this
multi-byte-encoded PHP?
