Considerations for RAT report for next release from brane:

I reopened #274 so that the last nervous ticks from RAT get fixed before
the 0.4 release.
I propose you document that the release manager should review latest
trunk RAT reports before cutting a release.

On the last point, I was wondering if it would be possible/worth including
{{{trac/}}} within the reporting with detection of the appropriate BSD
headers on that path. Given that things change, it would be nice to be
able to spot if there is any accidental adding of files that are not
appropriately licensed.
Is this something that RAT is able to do without compromising reporting on
the rest of the distribution?
