It was fixed in trunk rules but apparently did not propagate
back to 3.3. Should be fixed now through Bug 6460 comment 15,

Apparently the fix has by now propagated to 3.3 and 3.4 channels,
dependency Bug 6460 is now closed.

According to bug 6295, the RCVD_ILLEGAL_IP rule was removed in 3.3.0.

The rule was not removed.  It was changed from an eval rule.

I believe this issue is legit and needs to remain.

The rule is present in last 3.3.1 ruleset.

in november IANA has allocated other 4 /8 IP classes
5/8
23/8
37/8
100/8
105/8
