[PR] Fix synced doc titles and rename Envoy AI Gateway to Agent Router [skywalking-website]

### Broken doc titles
`docs.js` uses the first line of each synced doc as its page title. Every Horizon UI doc starts with the Apache license comment, so all of them were published with `<title><!-- | Apache SkyWalking</title>`, for example [envoy_ai_gateway](https://skywalking.apache.org/docs/skywalking-horizon-ui/next/dashboards/envoy_ai_gateway/). Leading HTML comments are now skipped before the title is read.
I ran the new logic on all 109 Horizon UI docs: each gets its real heading, and none contains characters that break the unquoted YAML front matter. No other hosted doc repository starts its docs with a comment, so their titles don't change.
### Agent Router
Envoy AI Gateway joined the Agentic AI Foundation as [Agent Router](https://theagentrouter.ai/). The two homepage mentions now use the new name. Links still point to the existing OAP and Horizon doc URLs, which keep the `envoy-ai-gateway` path. Blog posts and release notes are left as written.
The Horizon doc page itself is renamed in apache/skywalking-horizon-ui#163.
