Somebody?  You can find out who:

 http://svn.apache.org/viewvc/incubator/public/trunk/site-publish/projects/qpid.html?view=log

But that would be missing the point.  You need to update the version under site-author:

 http://svn.apache.org/viewvc/incubator/public/trunk/site-author/projects/qpid.xml?view=log

Is the distinction between site-author and site-publish not clear?
