The way to do this is to write a little app that links in mgmt/RecordsConfig.cc, and then loads a records.config and compare against the defaults from RecordsConfig.cc. One caveat here is that the defaults in RecordsConfig.cc might not always be the same as what's really happening in the code (but then we should fix that).
