The codebase has many workaround due to the lack of the latest language features. The goal of this is to lay out a plan to upgrade to the latest possible compiler on a set of target OSes, that is:
 * Windows (oldest version supported by latest MSVC)
 * CentOS 7
 * debian 10 Buster
 * ubuntu (oldest upstream supported LTS)
