rotatelogs.exe stays in memory if Apache crashs

apache on my machine crashs very often, several times a day (more info in this 
bug report: http://nagoya.apache.org/bugzilla/show_bug.cgi?id=22631 )
and every time it does that, rotatelogs.exe (both of them) stays in memory.
When Apache restarts, two new rotatelogs.exe being started. At the end of week 
I have ower 50 rotatelogs.exe in memory...
