Commons-codec

Hello,

Commons-codec is not bundled in Commons-Httpclient
however is made dependent.

Is it normal ?

Yes. If we were bundling every component we depend upon, we'd
have to make a new release for each new release of a dependent
component. Dependencies are listed, and you can get the current
or appropriate version whenever it is most convenient for you.
