    Random bits of cleanup (#3914)
    
    * Remove emilio-related Python script
    
    The Emilio style checker was removed in #3674.
    
    * Remove unused scripts from autotools days
    
    * Update credo to support Elixir v1.12
    
    * Ensure the bin directory sticks around
