[PR] MINOR: Fix an incorrect message in kafka-consumer-groups.sh when missing necessary options [kafka]

sasakitoa opened a new pull request, #16961:

   `kafka-consumer-groups.sh` shows wrong suggestion when specified `--describe` without `--group` or `--all-group`.
   This PR fixes this incorrect message.
   
   
   Current: 
   ```
   $ kafka-consumer-groups.sh --bootstrap-server localhost:9092 --describe
   Option [describe] takes one of these options: [reset-offsets], [describe], [delete], [list]
   ...
   ```
   
   Expect: 
   ```
   $ kafka-consumer-groups.sh --bootstrap-server localhost:9092 --describe
   Option [describe] takes one of these options: [all-groups], [group]
   ...
   ```

   I found another error for `—delete-offsets` option, fixed PR.
   
   Current:
   
   ```
   $ kafka-consumer-groups.sh --bootstrap-server localhost:9092 --delete-offsets

   ...
   ```
   
   Expect:
   ```
   $ kafka-consumer-groups.sh --bootstrap-server localhost:9092 --delete-offsets

   ...
