Remove NLC icon from native-lang page and fix links

The page: http://www.openoffice.org/native-lang/

uses a file that is a dead server:
http://contributing.openoffice.org/_media/language.png

Fix links.

Everything on the
http://www.openoffice.org/native-lang/
page is outdated. It should be removed or redirected to translate.html.

That is a legacy page.  The current information is here:
http://www.openoffice.org/projects/native-lang.html

There is no "Native Language Confederation" anymore.  At Apache the
structure of the project is very "flat", with little hierarchy.

Is there anything useful on this older page that we should copy
someplace?  Or is it safe to delete?
