Seems to be missing from java 11 command line help…
But on this page: [https://docs.oracle.com/en/java/javase/14/docs/specs/man/jlink.html]
it says:
* Plugin include-locales
* Note:
Plug-ins not listed in this section aren't supported and are subject to change.
