    Description: The THROTTLED state was previously introduced, but is not yet exercised by the scheduler.  Move flapping-penalized tasks through this state to make the behavior more explicit, and make it more obvious to users why tasks are not yet eligible to run.  (was: Now that we penalize tasks for flapping, we essentially have a pseudo-PENDING state. It would be great to formalize this with a new state (PENDING_WAIT? PENALIZED?). This has the added benefit of providing a natural place where the user can learn why their task is not scheduling, and auditing/logging falls out of this approach.)
