Changing default template to JSP. Weird behaviour in jetspeed 1.4b4

hi there.

I changed default template to jsp. And top navigation template seems to 
loose resources. It shows key names.

What can be wrong?  I did the same with jetspeed 1.4.b3 and it works 
perfectly fine.
