Create and delete test db using HTTP API

This supports downstream name munging that might occur

> Key: COUCHDB-2898
> URL: https://issues.apache.org/jira/browse/COUCHDB-2898
> Project: CouchDB
> Issue Type: Improvement
> Components: Test Suite
> Reporter: Jay Doane
>
> The tests in this suite fail downstream because the slash-separated db name created directly by fabric can be interpreted as a multi-tenant database owned by user "foo". Also, the suite assumes that it needs to create the "_global_change" db, but that is not a valid assumption downstream.
