Per https://travis-ci.community/t/maven-builds-that-use-the-gcs-maven-central-mirror-should-update-their-paths/5926 and https://storage-download.googleapis.com/maven-central/index.html, the Google Cloud Storage of Maven Central is now offering newer URLS which are updated more frequently; as a followup to SPARK-30601 we should update our build to use those new URLs.
