Resolution: Won't Fix
Sorry this feature is not available, it is only available AFAICT in the Atlassian hosted instances of JIRA.

> We intend to start accepting contributions via pull requests in Kafka. The project currently uses the "Patch Available" status in JIRA to mark issues that have a contribution and require code review (once the code is reviewed, the issue is either resolved or set back to "In Progress" depending on whether more work is needed).
> It would be nice if the JIRA status change could happen automatically when a pull request is created (in addition to the message that is currently added).
> I asked about this in HipChat and I was told that there may be a chance that an Auto Transition Listener could be used for this and that I should file an issue in JIRA for further investigation.
