Nested forEach tags and varstatus

I have one forEach tag nested within another.  When I'm inside the inner 
forEach tag, the varstatus variable from the outer tag is not available.  The 
spec states in chapter 6.2, that "This scoped variable has nested
visibility."  It would seem then, that the varstatus varaible of the outer 
forEach should be visible in the inner forEach.  Is this a bug?
