So far as i know, this is not still an issue.  1.3 poms are in the Maven repo here:

http://repo1.maven.org/maven2/org/apache/velocity/velocity-tools/1.3/

Of course, future installation of poms and jars for VelocityTools will likely remain dependent on the kindness of strangers (or perhaps Henning :), but i don't see any point in keeping this issue around.

Seems like the repository is fully there now though it was not for much of the day.

I am hoping that this 1.2 version is in synch with the Velocity 1.4 velocity-dep version.

We now have a very simple POM for VelocityTools, but it isn't installed in the maven2 repository yet.  If someone knows what needs to happen to get that done, i'd appreciate it if you could tell us.   Also, please note that the POM doesn't yet tell Maven2 how to do all that the Ant build can do.
