Separate the sheet bar from the horizontal scroll bar and allow it to be more
than one row.
This will enable better navigation in a document with many sheets and easier
scrolling in the horizontal direction.

This one is more or less ant least partially a DUP of Bug 119668 - Tab rows for
better organizing sheets.
I think it will be necessary to gather, rate and combine existing and incoming
new ideas, in a Wiki Specification "Enhanced Sheet navigation" and with a
tracking Bug depending on all reports concerning UI design modifications.

Look and feel of sheet bar should be like tab bar in web browser.
