This isn't done. Builds are timing out because of IO.

We need to improve the builds with:

# Cache maven dependency downloads
# Use https for maven central to ensure artifacts aren't corrupt on download (Might not be an issue: https://github.com/travis-ci/travis-ci/issues/5905)
