Plugin/PluginSkeleton & active property

Is there any reason why the Active property can't be included in the
PluginSkeleton class?

While I'm here, should we consider making the Active and Name properties
final in the Skeleton class.  I can't see why a sub-class would want or
even need to override these properties, and we can build in the Property
notification into these methods and fix them in place.  This seems
reasonable in this case, but I would like others opinions on this.
