[I] Use nanoTime in TabletServerBatchReaderIterator.java [accumulo]

ctubbsii opened a new issue, #4804:
URL: https://github.com/apache/accumulo/issues/4804

#4671 added a timeout to wait for scan servers to 2.1; however, it uses the system clock in millis to compute the duration instead of the system elapsed time using nanos. It should be modified to use nanoTime to compute the elapsed time, so it is not subject to user changes to the system clock, daylight savings, or other system changes to the clock.
