File references came back after a file was removed from the system.

1) file was compacted away
2) gc removed the file
3) the metadata tablet holding the tablet information split
4) strangely, not all files were propagated to both splits
5) file reference returned

It is difficult to reproduce log evidence here.

The files from the metadata table are no longer available.
