OAGIS special purpose component

Hi all,

Recently Jacopo disentangled the OAGIS integration component from the
special purpose folder. This means that the component will not be included
in future releases anymore. Having it removed from trunk (and thus not in
future release branches) means that if you want to integrate with the 3rd
party OAGIS product you need to use it from older releases/release branches
(<=15.12) and copy/paste from there into the hot-deploy folder of your
development (and subsequent) environments.

As this can be quite cumbersome and because you can also lose the ability
to work with version management, I have made the component available on
Github. This enables you to take the code from there and fork to your
public or private repo.
