Run router with attached policy (connection-limits.json), then attempt to connect more than two connections to the 5674 port (e.g. simpler_recv.py -a localhost:5674/examples in four terminals). After the first two, connections are refused and router logs they were denied due to 'Connection denied by application connection limit'.
However if you then do qdmanage query --type policy, you see the active connections and connections processed counters being changed, but the connectionsDenied is always 0.
