Currently rebalancing can take multiple attempts, can take a very long time, is not thread efficient.

Areas to work on:
- Reduce the time it takes simulate to run
- Better logging when events are happening during rebalance / simulate
- Rebalance accurately on the first try
- Allow users to set number of threads to use during rebalance
- Refactor rebalance code and tests as needed
