Switching to R-T-C in one week

I believe ducks are in a row to roll rc2 tonight.  I am also proposing 
we switch to R-T-C in one week.  We are aiming to release 3.4.1 in 
concert with ApacheCon NA in ~4 weeks.

Get your patches in!  But if it's something big that might make trunk 
unstable, perhaps best to wait a few weeks.
