suggests that others have had similar problems with
http://oss.sonatype.org/content/repositories/snapshots
and resolved the matter by using
https://oss.sonatype.org/content/repositories/snapshots
So I'm going to see if that gets the build back on track. But maven should be smart enough to follow 301s...
