Adding contexts programmatically

I have a class that needs to be able to programmatically add new webapp
contexts to the Tomcat server that it's running in.

In 3.3.x, I could retrieve the ContextManager from the ServletContext
and call addContext on it. What is the equivalent in Tomcat 4.1.x?
