[reporter] Proposed changes to Report Template section
I propose to change part of the "Report Template" section as follows.
Instead of the current layout/text:

## PMC changes:
- Currently 21 PMC members.
- New PMC members:
- Sebastian Bazley was added to the PMC on Tue Aug 11 2015
- Roman Shaposhnik was added to the PMC on Wed Aug 26 2015
- Hervé Boutemy was added to the PMC on Tue Aug 11 2015
- Tony Stevenson was added to the PMC on Tue Aug 11 2015
- Currently 22 committers and 21 PMC members.
- New PMC members:
- Roman Shaposhnik was added to the PMC on Wed Aug 26 2015
- Sebastian Bazley was added to the PMC on Tue Aug 11 2015
- Tony Stevenson was added to the PMC on Tue Aug 11 2015
- Herve Boutemy was added to the PMC on Fri Aug 07 2015
- New commmitters:
- Sebastian Bazley was added as a committer on Sun Sep 13 2015
- Roman Shaposhnik was added as a committer on Wed Aug 26 2015
- Herve Boutemy was added as a committer on Fri Aug 07 2015
- Tony Stevenson was added as a committer on Sun Sep 13 2015

I think this is a lot clearer, because the duplication of PMC member
changes is removed.
If I don't hear any objections, I propose to make the change in 3 days time.

To see the *current* layout, logon to
https://reporter.apache.org/
Pick one of the tabs (I used "Comdev" above) or members can choose
another from the drop-down list.
Then select "Report Template". The "PMC changes" section will be seen below.
For the *proposed* layout, start with

There were no comments, so the change has now been implemented.
