[PR] refactor: make sketch builders fallible (datasketches-rust)

   ## Summary
   
   - defer configuration validation for `BloomFilterBuilder`, `ThetaSketchBuilder`, `ThetaUnionBuilder`, `TupleSketchBuilder`, and `TupleUnionBuilder` until `build`
   - make each `build` return `Result` and route Theta/Tuple construction through shared fallible validation
   - migrate internal callers and documentation examples, add invalid-configuration coverage, and document the breaking API change
   
   ## Validation
   
   - `cargo x check`
   - `cargo x test`
   - `cargo x lint`
