Problems compiling

The base system and libraries are Debian Linux.  Most of the servers are 
built from source.  Apache 2.0.40, mod_perl 1.9.9_05.  I'm getting the 
following error:

/usr/bin/ld: cannot find -lperl
collect2: ld returned 1 exit status
make[1]: *** [mod_perl.so] Error 1
make[1]: Leaving directory 
`/var/downloads/mod_perl/mod_perl-1.99_05/src/modules/perl'
make: *** [modperl_lib] Error 2

Suggestions?
