Here is an overview of the issue:
---------------------------------------------------------------------
        Key: MAVEN-115
Summary: Plugins directory not expanded with no errors.
       Type: Bug

     Status: Assigned
   Priority: Major

 Time Spent: Unknown
   Estimate: 0 minutes

    Project: maven
  Component: core
   Versions:
             1.0-beta-7

   Assignee: Jason van Zyl
   Reporter: James Courtney

    Created: Wed, 25 Sep 2002 2:08 PM
    Updated: Fri, 4 Oct 2002 3:42 AM
Environment: Solaris 2.7

Description:
I didn't have the permissions set correctly on the ${MAVEN_HOME}/plugins directory since I'd installed maven as root. Thus, when I ran it the first time the jar files in the plugins directory could not be expanded. Since no message was provided to me to indicate this problem I had no idea what was wrong. I work with Peter Lynch who figured out the problem.

The only error message I get is this:

[ERROR] BUILD FAILED
[ERROR] Goal "java:jar" does not exist in this project.
Total time: 1 minutes 49 seconds

When I had the permissions set incorrectly for the ${MAVEN_HOME}/repository directory I got this nice message:

[ERROR] /apps/maven-1.0-beta-6/repository is not writable.
Total time: 9 seconds

How about something like that for the plugins directory:)
