CreateUserServlet  has currently 2 failures :

- testCreateUser 
- testCreateUserAsUserAdminGroupMember 

using last version of org.apache.sling.jcr.jackrabbit.usermanager (namely 2.2.1-SNAPSHOT) makes testCreateUser to pass.

Regarding  testCreateUserAsUserAdminGroupMember  according to the discussion held in the OAk list would make sense to disable for Sling on Oak
