In some situations values in gateway-site.xml end up affecting the behavior of the deployment contributors.  This results in config specific content being contributed to the WAR descriptors.  Therefore when gateway-site.xml changes this content needs to be regenerated.  Basically any topology WAR that has a timestamp that is earlier than the gateway-site.xml timestamp should be redeployed.
