controls-controllers

In jetspeed under \webapps\jetspeed\WEB-INF\templates\ control and 
controllers are only implemented in velocity and not in jsp in 
contrast to navigations,parameters,portlets etc which are implemented 
both in jsp and velocity. Is there any specific reason for this? why 
doesn't jetspeed use jsp to implement controls? could someone 
substitute vm files for controls with jsp one's and call them from 
control.xreg ?
