Navigating from MavenProject to the live plugins

It seems as if model().getPlugins() gets the plugins declared in the
current project's model. No shock. How would I ask, rather, what
plugins are configured in this project or its parents? I realize that
I'm on the edge of a much more complex question involving effective
pom and profiles, but I have to start somewhere.
